Iranian President Hassan Rouhani says friendly countries should exert pressure on the United States to lift its “cruel and one-sided” sanctions against Tehran at the current juncture that the Islamic Republic is diligently fighting the deadly new coronavirus pandemic.

In a phone call with his French counterpart, Emmanuel Macron, on Monday, the Iranian president emphasized that it is more difficult for Iran in comparison with other countries to battle the coronavirus when it is under the US sanctions.

“The US administration has not only violated international regulations by imposing illegal sanctions on Iran, but is also breaching health regulations ratified by the World Health Organization in 2005 through its measures under the current circumstances,” Rouhani said.

The Iranian president once again expressed the country’s readiness to return to full compliance with its commitments under the nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA), it clinched with major world powers in 2015 only if all sanctions against the country are removed.

“The removal of sanctions and fulfillment of its commitments by Europe are a necessity, which has become more significant at the current specific situation,” the Iranian president pointed out.

The United States reinstated its sanctions against Iran in May 2018 after leaving a United Nations-endorsed nuclear agreement with the Islamic Republic and five other major powers — the UK, France, Russia, China plus Germany.

Since then, Washington has corded other countries to follow suit and mount pressure on Iran or face punishment.
Former world officials: US sanctions compromising Iran healthcare system amid pandemic

The United States has refused to lift sanctions on Iran and even tightened them several times in recent weeks, making it almost impossible for the Islamic Republic to access life-saving medications and medical equipment necessary in the fight against the deadly new coronavirus pandemic.

Iran says the unilateral US sanctions have seriously hampered its fight against the pandemic.

Presenting the latest update on Monday, Iran’s Health Ministry spokesman Kianoush Jahanpour reported 2,274 new infections and 136 more deaths from the virus over the past 24 hours.

In total, 60,500 Iranians have tested positive for COVID-19 while 3,739 have died, he pointed out, adding that 24,236 patients have fully recovered so far.

Elsewhere in his remarks, the Iranian president welcomed an initiative by UN Secretary General Antonio Guterres to declare a global ceasefire amid the coronavirus pandemic, expressing hope that it would also include the economic war on Iran.

The UN chief on Friday renewed his call for a global ceasefire, urging all parties in conflict to lay down arms and allow war-torn nations to combat the coronavirus pandemic.

“The worst is yet to come,” Guterres said, referring to countries beset with fighting like Syria, Libya, and Yemen, adding, “The COVID-19 storm is now coming to all these theaters of conflict.”

Rouhani also described as “positive but insufficient” the initial steps taken to implement INSTEX, a trade mechanism set up by Britain, France and Germany in 2019 to protect companies doing business with Iran from Washington’s sanctions. He emphasized that the mechanism should not be limited only to medical equipment and food, but must be also implemented in a way that would enable Iran to “use it to meet all our country’s requirements.”

The three European signatories to the JCPOA unveiled the long-awaited direct non-dollar payment mechanism meant to safeguard their trade ties with Tehran following the US withdrawal from the nuclear deal and in the face of the “toughest ever” sanctions imposed by the United States against the Islamic Republic./ Press TV

Iranian acclaimed film director and screenwriter Rakhshan Bani-Etemad was picked by the Internet Movie Database (IMDb) among the women whose work contributed to the history of cinema.

Celebrating Women’s History Month (March 1-31), IMDb published a video on Twitter to take a look back at “cinematic history in salute of the pioneering women directors and their groundbreaking work,” the online entertainment database tweeted along the video that featured scenes of Bani-Etemad’s 2014 drama, Tales (Ghesseh-ha).

Born in Tehran in 1954, Bani-Etemad – who holds a Bachelor of Arts degree in film studies from the Dramatic Arts University in Tehran – is widely considered as the most important female director in Iran, titled ‘First Lady of Iranian Cinema’.

Her movies and documentaries picture social and cultural issues and complications in modern-day Iran.

The Tales – which adopts an episodic narrative – portrays the fates of seven characters of Bani-Etemad’s previous flicks.

German industrial group Siemens is about to undertake financing rail and power plant projects worth 3 billion euros in Iran, a senior Iranian official says.

“On a trip to Germany, we had discussions about Siemens’ participation in Iran’s railway and power plant projects,” Deputy Minister of Road and Urban Development for International Affairs Asghar Fakhriyeh-Kashan said on Tuesday.

In the rail sector, Iran is going to buy a number of wagons from Siemens for use on a high-speed line between Tehran, Qom and Isfahan, he said. Siemens will also cooperate on providing signaling equipment and installing communication signs.

“Through financing a number of construction projects, Siemens plans to enter into a joint venture with Iran’s MAPNA company both in the power plant and locomotive manufacturing sector in order to boost domestic production,” he said.

Last month, the Export-Import Bank of China (EXIM) signed a $1.5 billion deal to finance the electrification of a high-speed rail line between the Iranian cities of Tehran and Mashhad.

EXIM’s Vice President Sun Ping said in Tehran that the institution had provided loans for 26 Iranian projects in the electricity, petrochemicals, non-ferrous metals, oil and gas sectors, worth $9 billion.

China Railway Group Limited (CREC) is carrying out the $1.8 billion electrification of the high-speed rail link between Tehran, Qom and Isfahan.

Iran has announced plans to splurge up to $25 billion over the next 10 years on the modernization and expansion of its railway network.

Siemens was one of the first major companies to agree on a deal with Iran after the lifting of sanctions in January 2016, signing a $1.6 billion memorandum of understanding on Iran’s rail infrastructure and a long-term roadmap with MAPNA on the power sector.

The agreement included a license for manufacturing F-class gas turbines in Iran, under which more than 20 gas turbines and associated generators will be delivered over the next four to five years.

Iran says a host of European giants are bidding for the development of its South Azadegan oil field – which was once considered as the world’s biggest oil find after it was discovered over 15 years ago.

Nouroddin Shahnazizadeh, the managing director of the Petroleum Development and Engineering Company of Iran, told the domestic media that the leading European bidders for the project include Total (France), Shell (UK/Hollande), Eni (Italy), Wintershall (Germany), Rosneft (Russia), OMV (Austria) and Maersk (Denmark).

Shahnazizadeh added that several Asian companies including CNPC and Sinopec (China), ONGC (India), Pertamina (Indonesia), Petronas (Malaysia) and PTTP (Thailand) would also participate in a tender over South Azadegan.

The official said officials from the bidding companies had visited Iran for three days to become fully aware about the conditions of the project. Almost a dozen of them, he added, had been even taken to visit the project site.

Nevertheless, Shahnazizadeh did not indicate when the tender over South Azadegan would be held.

Iran has repeatedly postponed the tender over the giant field which it jointly shares with Iraq.

Reuters quoted an unnamed Iranian official as saying in June that the bidding over the project had been delayed by another few months.

This, the unnamed official told Reuters, was meant to allow energy companies more time to study the field.

Iran discovered Azadegan oil field in 1999 in what was the country’s biggest oil find in decades. The country accordingly teamed up with Inpex to push the project toward development. However, the Japanese company later quit the project in what appeared to be the result of US sanctions against Iran.

The NIOC later divided the project into South Azadegan and North Azadegan and both were awarded to China’s CNPC when Iran’s former president Mahmoud Ahmadinejad (2005-2013) was in office.

The media reported in 2014 that Iran’s Oil Minister Bijan Zangeneh had sidelined CNPC from South Azadegan due to its protracted delays in developing the field.

South Azadegan is believed to hold an in-place oil reserve of about 33.2 billion barrels and its recoverable resources estimated at about 5.2 billion barrels.

The head of Iran National Carpet Center (INCC) said a total of 730 domestic companies are expected to take part in the 26th edition of the world’s largest handmade carpet expo which is scheduled to open in Tehran on August 23.

Hamid Kargar added the Iranian capital will play host to the 26th Iran Handmade Carpet Exhibition — the biggest of its kind worldwide — during August 23-29, IFP News reported.

He said the expo will be held in Tehran International Fairground.

Kargar added the exhibition will be held in 14 halls spanning over an area of more than 30,000 square meters.

A hall will be allocated to specialized entrepreneurs, he said, adding they will be provided with free pavilions in Hall No. 5. “[A number of] foreign traders who are among the customers of handwoven Iranian carpets, particularly those from Iran’s export targets, have been identified and invited to visit the expo.”

He put the number of foreign traders at 91, of which 38 are Iranian carpet merchants living abroad and 14 are from the US.

Kargar said concurrent with the exhibition, the Seventh Top Carpet Exhibition and Festival will be held in Tehran with the aim of creating new intricate carpet patterns and improving the process of carpet production.

He added the fest’s slogan is ‘Modernization and Maintaining the Market, While Focusing on Originality of Iranian Carpet’.

Kargar said rugs made by Iran’s nomads as well as antique and modern carpets will be featured in the festival, adding those judged as top works will be put on display in a hall.

“A carpet is currently being woven in Iran based on a speech by [Iranian President] Hassan Rouhani in the United Nations which will be unveiled at the expo. The carpet will be presented as a gift to one of the international institutes after its weaving is completed.”

He said different methods for decorating spaces with handwoven Iranian carpets will also be presented to the visitors in the exhibition in cooperation with INCC and the National Council of Furniture and Decoration and Correlated Industries.

Kargar noted that to increase the adaptability of handwoven Iranian carpet, a book titled ‘Farsh Man — The Aesthetics of Persian Carpet’ will be unveiled in hall No. 5.

In addition, he said, a number of workshops will be held during the six-day exhibition, in the morning and afternoon, to familiarize visitors with the designing and production processes of Iranian carpets in different parts of the country.

The INCC head added moreover, the processes involved in the making of a handwoven carpet such as designing, restoration and washing will be demonstrated to visitors in this expo.

“Following the implementation of the Joint Comprehensive Plan of Action (JCPOA) [on January 16, 2016], Iran resumed carpet exports to the US. During 2010-2016, Iran failed to directly export any carpet to the US due to [Western] sanctions. This was while in 2009, the US was the target of over 16 percent, or more than $80 million, of Iran’s carpet exports. After the implementation of the JCPOA, Iran exported its first carpet collection to the US from Germany.”

He added in 2016, Iran’s overseas sales of carpet amounted to $365 million, of which $95 million were sold to the US.

“We expect that Iran’s carpet exports to the US would increase again after a six-year hiatus. This, however, calls for continuous monitoring of the activities of our rivals, particularly India and Pakistan, in international carpet markets. It is also important to screen the background of our present-day customers in the market. We are also required to make optimum use of means of advertisement and establish connection with foreign traders.”

He said according to the figures released by Iran’s Customs Administration, the country’s carpet exports reached $89 million during March 21-July 22, 2017, indicating an increase of more than 3.7 percent compared to the figure for the same period last year.

Kargar added establishing a carpet start-up is also on INCC’s agenda.

“According to INCC statistics, there are one million carpet weavers in Iran, of whom 700,000 are full-time workers and the rest are part-time employees.

He dismissed allegations that handwoven Iranian carpets are expensive, noting such carpets have considerable price diversity.

Handwoven carpets made by Iran’s nomads are both very beautiful and precious and sold at reasonable prices.

Iran signed a multibillion dollar deal on Monday with French oil giant Total and Chinese state oil company CNPC to further develop the country’s giant South Pars Gas Field in cooperation with Iran’s Petropars.

The first major Western energy investment since sanctions against Tehran were lifted will cost up to $5 billion, with production expected to start within 40 months, an Oil Ministry source said, Reuters reported.

The US and other world powers lifted sanctions after the country pledged to roll back its nuclear program.

With the 20-year deal, Total is now returning to Iran, where it first began operating in the 1990s. Total CEO Patrick Pouyanné said in a statement on Monday that the investment would be “in strict compliance with applicable national and international laws”.

The US still has restrictions in place that block most American companies from investing in Iran. And some Western companies have been reluctant to jump in since Iran still faces sanctions that prevent firms from transacting with Iran in US dollars.

Total estimates the first phase of the project will cost around $2 billion. It is taking a 50.1 percent stake in the South Pars project. CNPC will own 30 percent while the other 19.9 percent will go to Petropars.

The project will have a production capacity of two billion cubic feet per day, or 400,000 barrels of oil equivalent per day including condensate, according to Total.

Iran’s Oil Ministry predicts the project will eventually produce gas products worth $54 billion based on current prices. The gas will start flowing into the Iranian market in 2021.

Iran has significantly ramped up its energy production since the sanctions were relaxed.

Figures from OPEC show Iran has boosted its daily crude oil production by more than 33 percent since 2015.

Iran sits on nine percent of the world’s proven oil reserves and 18 percent of the planet’s natural gas, according to data from BP’s Statistical Review of World Energy.

Iran and Qatar share the South Pars field.

Iran has signed a flurry of deals with Western companies over the past year since the easing of international sanctions on Tehran after an accord was reached over its nuclear program.

Iran needs foreign investment to repair and upgrade its oil and gas fields. It also seeks the transfer of technology to its oil industry after a decade of sanctions.

Iran has named 34 companies from over a dozen countries as being eligible to bid for oil and gas projects using the new, less restrictive contract model.

The firms include Shell, France’s Total, Italy’s Eni, Malaysia’s Petronas and Russia’s Gazprom and Lukoil, as well as companies from China, Austria, Japan and other countries.

Russia’s Zarubezhneft signed an MoU to conduct feasibility studies on two joint fields in the west of the country.

Norway‘s International Aker Solutions Company signed an MoU to modernize Iran’s oil industry.

In May 2016, Austria’s OMV signed an MoU for projects in the Zagros area in western Iran and the Fars field in the south.

South Korean Daewoo Engineering and Construction (Daewoo E&C) signed an MoU to construct an oil refinery in Bandar Jask, on the southern coast of Iran.

Italy’s Saipem signed MoUs to cooperate on pipeline projects, upgrading of refineries and development of Tous gas field in the northeastern province of Khorasan Razavi.

Norwegian oil and gas company DNO said it was the second Western energy company after Total to sign a deal with Iran under which it agreed to study the development of the Changuleh oilfield in western Iran.

Lukoil, Russia’s second biggest oil producer, hopes to reach a decision on developing two new oilfields in Iran.

Germany’s Siemens AG signed an MoU in May to overhaul equipment and facilities at Iran’s oil operations and refineries.

BASF’s Wintershall oil and gas exploration subsidiary signed an MoU with the National Iranian Oil Company in April 2016.

President Rouhani:
Developing South Pars Phase 11 not only an economic contract, but also a scientific, technological, management cooperation

President Rouhani met with the Chairman and CEO of France’s Total company and described South Pars region as an important centre for developing international cooperation with Iran in the field of energy-technology.

In the meeting that was held on Monday in Tehran, Dr Rouhani told Total’s Patrick Pouyanné: “Due to the good potentials and hard-working young men in Iran, the contract of developing Phase 11 of South Pars is not only an economic one, but also a scientific, technological and management cooperation”.

Total CEO: We seek a long-term cooperation with Iran

“The Islamic Republic of Iran and France have always had good relations and cooperation with each other,” he continued saying.

Referring to France’s position in economy and energy technology, he added: “The signing and execution of this contract will be a significant step in development of economic and technological cooperation between the two countries”.

Stating that the 11th administration has attempted to finalise the Joint Comprehensive Plan of Action (JCPOA) to clear the path for economic cooperation between major companies and Iran, the President said: “Fortunately, this political will from the Iranian side and among P5+1 countries paved the way for this agreements with Total”.

President also referred to his Europe and France visit after the signing of JCPOA, adding: “In Paris, there was a good political will among the authorities of both countries to develop cooperation and important agreements were signed between the two countries to deepen ties and cooperation”.

“It is our policy to cooperate with major companies such as Total,” said Dr Rouhani, adding: “Currently, projects in gas and oil worth roughly $200bn are ready to be invested on and major foreign companies can cooperate in these projects”.

“We must work hard to achieve peace and stability in the region serving economic progress and development of the region, because scientific and developmental cooperation can help us combat ignorance and poverty as the bedrocks of terrorism expansion,” he continued.

The President also expressed hope that with the new agreements and cooperation in the field of gas, oil and petrochemicals, Iran and France take considerable steps in developing ties.

During the meeting, the Chairman and CEO of France’s Total company Patrick Pouyanné also expressed happiness over meeting the President of the Islamic Republic of Iran and described the contract as a very important one, saying: “Today, we are very happy that we could finalise and execute the contract with the help of the authorities of the two countries”.

Stating that the JCPOA agreement has paved the way for further development of relations between European countries and Iran, he said: “We are optimistic about our cooperation with Iranian companies”.

“We seek a long-term cooperation with Iran,” continued Pouyanné.
